Edward Shalala - Biography

Edward Shalala is an expert in democratic constitution making, human rights, democracy building, the rule of law, transitional justice, international law, policy development, security studies and advocacy, on one hand, and the sustainable development of fisheries, aquaculture and agriculture on the other.

From September 1994 to May 1996, he led the Community Liaison Department of South Africa’s Constitutional Assembly (CA). This department was responsible for the face-to-face components of the CA’s global benchmark-setting Public Participation Programme.

He also provided South Africa’s Truth and Reconciliation Commission with a range of communications support and assistance.

During his career, he has established and headed up a number of institutes and led South African and global programmes, including at the International Institute for Democracy and Electoral Assistance (IDEA) in Stockholm. Edward was also a research fellow at the Norwegian Institute for Defence Studies (IFS) in Oslo.

As the Executive Chair of the Centre for Constitutional Values (CCV), he has had the honour and privilege of leading an exceptionally strong and experienced team in the process of establishing CCV and developing its programme. This unique and innovative programme has been designed to address the very serious challenges facing constitutionalism, human rights, democracy, the rule of law and the rules-based international order, at both the local and international levels.

He holds a BA (Hons), LLB, LLM in the areas of Law and Political Science from the University of Cape Town and University of the Western Cape.
